The second floor of San Francisco city hall which hosts the majority of the weddings that take place there in the Rotunda.

Unless you have scheduled a private wedding ceremony, yours will take place on the 2nd floor Rotunda. I was able to capture this photo using a telephoto lens from across the 2nd floor while no wedding ceremonies were taking place.
